In Plain Language

Covers cases where the AI platform mediating retrieval is not a neutral arbiter of authority. The non-neutrality coefficient is the gap between observed CPQ on a platform and the CPQ predicted by authority signals on a neutral platform. Full Spectrum Dominance certification must exclude non-neutral platforms or apply a formal correction factor. The Long-Run Neutralization Equilibrium corollary predicts that competitive pressure resolves most commercial non-neutralities as the market matures, and platform-diversity measurement is the operational response.

Abstract and Evidence Status

Abstract (verbatim from the Zenodo record)

This paper states Theorem 8 of the The Ontological Dominance Papers program, the Non-Neutrality Extension, addressing cases in which the AI platform mediating retrieval is not a neutral arbiter of authority. The theorem formalizes the non-neutrality coefficient as the discrepancy between observed CPQ on a given platform and CPQ predicted by authority signals on a neutral platform, and specifies that Full Spectrum Dominance certification must exclude non-neutral platforms or apply a formal non-neutrality correction factor. The theorem introduces the Long-Run Neutralization Equilibrium corollary, predicting that competitive pressure drives most commercial non-neutralities toward resolution as the AI platform market matures, and prescribes platform-diversity measurement as the operational response. Theorem 8 was classified VERDICT B upon adversarial review: a formally correct scope extension of OD-1, with empirical mapping of platform-specific non-neutrality patterns identified as the next research priority.

Evidence status

Classified VERDICT B on adversarial review: a formally correct scope extension of OD-1, with empirical mapping of platform-specific non-neutrality patterns identified as the next research priority.
